You might find an option other than as a picture. In Publisher you get the option of pasting as a 'publisher object' which does not convert the group to a picture. Publisher has always been treated as the poor neglected step child and does not get the same resources or features as the core Office programs. For example the core Office programs got the new ribbon menu but Publisher did not.

Then in Pub they gave Publisher a ribbon menu but it was not the same as the rest of the Office programs.
